*This paragraph is very important.  It is where you consider the opponents’ arguments.  It is important for two reasons:

1.  Pre-emption.  It is important to anticipate and address the oppositions’ points and then counter those arguments.  The reader, your audience, may have the countering arguments in mind, so you seek to reduce the effect of the counter argument.  In this example, arguments against a total ban on smoking might be a reference to the Constitution.  Admit that Constitutional rights are precious, but are always balanced against the prevailing good, like seat belt laws, pollution laws, etc.  Another argument might be that some southern states would suffer extreme economic hardship because their economy is based on tobacco.  (Think, for example, what might happen to Michigan if automobiles were banned.)  The counter argument might be some sort of government help to change to a different crop or work basis.  Lastly consider the argument about longevity.  This is an absurd rationalization (logical fallacy) made by some smokers and can be dismissed as such.

2.  Fairness.  By considering the opposition, it shows that you are reasonable, and have, yourself, considered both sides.
